Interpersonal Violence Resources and Prevention

Reporting Roles

It's important to know the roles and definitions of employees on campus. This may be useful when deciding who to contact in the case of an incident occurring.

Title IX Coordinator and Deputy Coordinator:
Dr. Shawn Peoples, Title IX Coordinator
The Title IX Coordinator is the designated university official with primary responsibility for coordinating the university’s compliance with Title IX. This includes providing advice and guidance on policies, education and training, complaints of sexual harassment and sexual violence, and helping to ensure the university responds appropriately, effectively, and equitably to Title IX issues.
 
Brittany Floyd, Deputy Title IX Coordinator
The Deputy Title IX Coordinator coordinates, investigates, and monitors student-on-student complaints of sexual misconduct (sexual violence-rape, sexual assault, sexual battery, sexual coercion; domestic violence, dating violence, and stalking).
 
Confidential Advisor and Reporting:
Jessica Cobert (formerly Milburn), Confidential Advisor
The confidential advisor provides emergency and ongoing support to student survivors of sexual violence. Information provided to the confidential advisor will be maintained by the advisor in confidence, and the student’s name or other identifying information will not be shared with any person or department other than, in limited circumstances the University’s legal counsel, unless the student consents to the disclosure of his or her name. In the event that there is substantial risk of ongoing harm to the student, the campus community or the general public, the advisor may share information only as necessary to prevent such future harm.
 

Responsible Employees (See IGP 175):
Faculty chairpersons, administrators, and supervisors are to inform the Title IX Coordinator of any potential sexual harassment or misconduct. Failure to report such incidents could be a violation of this policy and of EIU expectations. All other faculty and staff are strongly encouraged to report these incidents as well.

Campus Security Authority (under Clery):
In addition to campus police and security, an official of an institution who has significant responsibility for student and campus activities, is a campus security authority. The function of a campus security authority is to report to the campus police, those allegations of Clery Act crimes that he or she receives.

Mandated Reporters (under the Abused and Neglected Child Reporting Act (325 ILCS 5):
On June 27, 2012 personnel of institutions of higher learning were included as mandated reporters in the state of Illinois (HB3887). As a person working for Eastern Illinois University, you are now a mandated reporter of child abuse and neglect.  As a Mandated Reporter, you are required to report suspected child abuse or neglect immediately.  Willful failure to report suspected incidents of child abuse or neglect is a misdemeanor (first violation) or a class 4 felony (second or subsequent violation.)
