INTRODUCTION

Dr. Kim holds a Ph.D. in Public Policy and Management from John Glenn College of Public Affairs at The Ohio State University (doctorate in 2022). She also has B.A. and M.A. degrees in Political Science from Yonsei University in Seoul, South Korea. Before joining EIU, she taught Introduction to public affairs, public management, and public policy formulation and Implementation Seminar for undergraduate and Masters in Public Administration (MPA) students at Glenn College.

Dr. Kim's research explores the intersection of service innovation, change management, and the creation of public value. Specifically, Her work examines how governments and public organizations adopt new management practices and technologies—such as Lean and Six Sigma—to implement change and manage public services.

At EIU, Dr. Kim primarily teaches courses specialized in public policy and administration, including Introduction to Public Policy, Public Budgeting, and Research Methods for Public Administration and Policy Research, etc.
