MINUTES OF THE COUNCIL ON GRADUATE STUDIES

January 20, 1998

The Council on Graduate Studies met at 2:00 p.m. on Tuesday, January 20, 1998, in the Arcola/Tuscola Room of the MLK Union.

Members present: Dr. Augustine, Dr. Benedict, Dr. Born, Dr. Carson, Dr. Lenihan, Dr. Liu, Ms. Muehl, Dr. Smitley, Dr. Wayland.

Members absent: Dr. Leddy, Dr. Parcells.

Staff present: Ms. Dolson, Ms. Herrington-Perry, Academic Affairs.

I. Chair Wayland distributed a current list of the Council members including the dates of their terms, phone numbers and e-mail addresses.

II. Minutes.

Dr. Smitley moved and Dr. Benedict seconded the motion to approve the Minutes of December 2, 1997, as published. Motion passed unanimously.

III. Committee Reports.

1. Dr. Born distributed the Minutes of the University Academic Assessment Committee for December 5, 1997. He mentioned that several forums will be scheduled during the Spring semester.

2. Dr. Benedict reported that the search committee for the Provost and Vice President for Academic Affairs is on schedule. They plan to bring candidates to campus during February.

3. A subcommittee to review student appeals will consist of Dr. Benedict, Dr. Lenihan and Dr. Wayland.

4. Chair Wayland received the revised course proposal of MUS 4860 that included the changes the Council had requested.

IV. 98-1 New Course Proposal, HIS 4900, Historical Publishing.

98-2 Revision of the Historical Administration Program.

98-3 Revision of Course Proposal Criteria for Courses 4750-4999.

98-4 Student Appeals: SA1.

Dr. Born moved and Dr. Smitley seconded the motion to put these items on the agenda. Voting will be later.

V. 97-20R Proposed New Non-Degree Graduate Guest Policy.

Dr. Augustine reported that he had met with Dr. Thomas Hawkins, Dr. Terry Weidner, Dr. Charles Evans, Dr. Will Hine and Ann Shafer to discuss this agenda item. A revised proposal will be presented at a later date.

VI. Executive Director=s Report.

1. Dr. Augustine announced that Patti Bailey will be the new graduate assistantship manager in the Graduate School office. She will begin January 29.

2. Dr. Augustine asked for clarification of the wording on page 20 of the current Graduate catalog. Under Graduate Assistantships: A...To be eligible the applicant must have earned a cumulative undergraduate grade point average of 3.00 (4.0 scale) on the last 60 semester hours of graded academic course work from the degree-granting institution....@ The Council agreed that the GPA should be figured on the last 60 semester hours. The procedure for dealing with students whose GPA is below 3.0 is dealth with in the next sentence in the Catalog: AGraduate students having completed at least ten semester hours of graduate work at Eastern Illinois University with a grade point average of 3.50 or better may be considered....@ This is understood to mean that after ten semester hours the graduate student may be considered for a graduate assistantship if his/her GPA is 3.50 or better.

3. Dr. Augustine announced that the Graduate Forum Series brochures are at the printers. These brochures will be distributed in the near future. Also, the Graduate Student Expo brochures will be ready soon.

4. The task force that is reviewing the structure of the graduate school will discuss different models in the near future.

5. The Graduate Assistantship form will be reviewed to consider listing a place for the GPA of the last 60 semester hours of undergraduate course work.

VII. 98-5 Revision of the Graduate Assistantship section of the Graduate Catalog.

Dr. Smitley moved and Dr. Liu seconded the motion to revise the graduate assistantship section of the Graduate Catalog to state A...To be eligible the applicant must have earned a 3.00 (4.0 scale) undergraduate cumulative GPA or a 3.00 (4.0 scale) GPA on the last 60 semester hours of graded academic course work from the degree-granting institution....@
