MINUTES OF THE COUNCIL ON GRADUATE STUDIES March 21, 2000

The Council on Graduate Studies met at 2:00 p.m. on Tuesday, March 21, 2000, in the Arcola/Tuscola Room of the MLK Union.

Members present: Dr. Augustine, Dr. Costa, Dr. Emmett, Dr. Key, Dr. Lenihan, Dr. Liu, Dr. Reven, and Dr. Simpson.

Members absent: Ms. Heidel and Dr. Wayland.

Staff present: Ms. Herrington-Perry and Kathy Chancellor, Academic Affairs.

Guests present: M. Borzi.

The Minutes of February 15, 2000 were approved as published.

II. Communications.

III. Committee Reports.

Dr. Reven stated that the Forum on Teacher Quality, "University Responsibility for Teacher Quality," will be on Wednesday, March 29, 2000, from 3 - 4:30 in the "play room " of the Fine Arts Building.

Dr. Augustine discussed the electronic thesis manual and the possibility of EIU implementing this.

Dr. Lenihan reported on the 3-21-00 Textbook Advisory Committee Meeting:
      1. The Advisory Committee approved a proposal to broaden the options for graduate students to purchase their textbooks by extending the deadline to midsemester and prorating the credit from the rental fee by course credit and by the percentage of books purchased from each course total.
      2. The Advisory Committee proposed that the cost limit of books for graduate courses be raised from $85.00 to $100.00.
      3. The Advisory Committee approved in principle that the rental fee charged graduate students be increased; the exact cost of the proposed increase will be computed to cover the increased cost of raising the per course ordering limit. Members of the Committee will be advised of and vote on this increase by email.
      4. Administrators were urged once again to hold Advisory Committee meetings more than one time per semester in order to increase the flow of communication between the faculty, students and the Textbook Rental Service admininstration.

    2. Dr. Borsi, Speech Communication, presented the proposal and answered questions

    of the Council. The motion to approve this course proposal passed unanimously.

    This action approves the following to become effective Fall 2001.

    SPC/JOU 5620, Social Relations and Media Effects. (3-0-3) Soc Med Eff. Media are both influenced by and influence social relations. In other words, social institutions such as government, business, education, and so forth affect what messages are constructed and transmitted by media. At the same time, those messages reify the meanings of both institutional practices and individuals' relations to those institutions. "Effects" then are not a simple one way transmission model often assumed, but a complicated interaction.

  2. Executive Director's Report.

Mary Herrington-Perry requested that CGS consider developing cross-disciplinary, assessable learning objectives for graduate education. This recommendation is contained in the Report of the Assessment Plan Task Force, which the Committee for the Assessment of Student Learning is finalizing.

A new sub-committee was formed for Certificate Programs. The members are Dr. Liu, Dr. Augustine, Dr. Raybin, and Dr. Simpson. Mary Herrington-Perry will act as a resource person.

April 10 - 14 is the Graduate Expo Week.

On April 11, 2000, a Recognition Ceremony for External Agents (outside companies that fund Graduate Assistantships) will be held at 6:00 p.m. in the 1895 Room.

On April 12, 2000, the Distinguished Graduate Student Awards will be held at 4:00 p.m. in the Old Ballroom. The ceremony will also include the Thesis Award Winner, the Larry Williams Travel Award Winners, and the Betty Wright Downey Scholarship recipient.
